The federation said in a statement that “elements of the alleged disciplinary violation [had] not materialised” but gave no further details.
It also banned two players for trying to fix results last season.
And a separate criminal trial involving 93 football officials, players and coaches is still going on.
Analysts say the federation’s decision may have an impact on the criminal trial because the organisation is advising prosecutors.
Some 22 league matches in the 2010-2011 season were said to have been targeted by match-fixers.
Last year’s league champions Fenerbahce were among the teams cleared by the federation.

The federation banned Turkish international Ibrahim Akin for three years for allegedly fixing the result of a game when his team, Istanbul Buyuksehir Belediyesi, lost to Fenerbahce 2-0.
Serdar Kulbilge of Ankaragucu was handed a two-year ban for allegedly attempting to fix the result of a game that Fenerbahce won 4-2.
The federation also disciplined eight other officials and players.

One of the highlights at the FSE congress was the visit and speech about “Match fixing and corruption in Football” of Declan Hill. He is one of the world’s foremost experts on match fixing and corruption in international sports.
This problem affects even the Turkish state. Turkey’s top football teams have been cleared of match-fixing by the country’s football federation after a long-running investigation. Declan Hill outlined the new danger to international sport posed by the globalization of the gambling market and possible match-fixing at the highest levels of professional football including the biggest football tournaments. The third club we want to talk about is Fenerbahçe Sports Club Istanbul. Fenerbahce is based in the district of Kadiköy, on the Asian part of Istanbul. The club is one of the most successful and best supported clubs of the country.
It plays in the first division in Turkey, the Süper Lig. The football club is also named San Kanaryalar, which actually means “The Yellow Canaries” and run their home games at Sükrü Saracoglu Stadium in Kadiköy.
The biggest rival of Fenerbahçe is Galatasaray Istanbul, so that Fenerbahçe-Galatasaray is the primary Istanbul derby and the most important rivalry in Turkish football.
Football supporters from across the continent unanimously adopted a resolution calling for FIFA President Sepp Blatters immediate resignation in the light of his involvement in the latest bribery scandal around FIFA Honorary President Havelange detailed in documents made public by the Swiss Supreme Court.
The motion was passed by the General Meeting of Football Supporters Europe (FSE) at its annual European Football Fans’ Congress which took place in Istanbul/Turkey from 13-15 July 2012. FSE is the independent democratic network of football supporters across Europe currently representing more than 3 million football supporters in 41 countries. The three day event in Istanbul was hosted by fans groups from rival clubs Fenerbahce, Besiktas and Galatasaray who worked together for the first time.
Around 500 people from 32 countries registered for the event to share experiences and discuss potential joint strategies / activities on topics such as ticketing, penalty scales, offensive behavior, Safe Standing and match-fixing.
On top of that, Turkish football supporters organized a first ever national network meeting with the vision to unite as football supporters beyond rivalries to speak up on shared interests and tackle existing problems evolving around violence and safety and security, away travel bans or black market ticket issues in Turkish football. The conclusions later were part of the basis of an unprecedented meeting between Turkish fans and the Turkish Football Federation.
The growing authority of the FSE fans’ congress was reflected in a greater than ever attendance by representatives of national and international institutions, such as FA representatives, UEFA, the European Commission, FIFPro and Transparency International, and investigative journalist and international match-fixing expert Declan Hill from Canada.
The selection of Istanbul as congress venue for the first time added extra relevance to the panel discussion on match-fixing, an increasingly hot topic in Turkish and international football, with calls from speakers for urgent preventative action harnessing the input of fans.
Furthermore, an emergency motion strongly condemning the decision by the German Football Association to ban pre-season friendlies involving Turkish clubs was wholeheartedly endorsed.
The following representatives were elected onto the FSE Executive Committee for the season to come: Kevin Miles (England), Martin Endemann (Germany), Riccardo Bertolin (Italy), Joanna Laska (Poland), Michal Riecanský (Slovakia), Linda Hadorn (Switzerland), Igor Gomonai (Ukraine). They are joined by the appointed members from the newly founded on-topic divison of FSE on anti-discrimination Goran Malic (Croatia), the director of the FSE Fans’ Embassy division Michael Gabriel (Germany) and FSE Coordinator and Chief Executive Daniela Wurbs (Germany).
Fans groups from Fenerbahce, Galatasaray and Besiktas jointly initiated first national fans’ network meeting and panel discussion on fans’ dialogue with institutions in Turkey.
Football supporters organised in the independent and democratic continental fans’ network Football Supporters Europe (FSE), the main interlocutor of UEFA on fans issues, have joined forces with Turkish fans make their voice heard not inside but outside the stands: at the 5th European Football Fans’ Congress which will take place in Istanbul at Halic Conference Center from 13-15 July 2012. After London, Hamburg, Barcelona, Copenhagen & Brondby, FSE members from the fans’ group ÜNIFEB from Fenerbahce initiated that the biggest annual event of FSE is this year hosted in Istanbul. A local organising group involving fans’ groups from Fenerbahce, Besiktas and Galatasaray was subsequently established and has since jointly prepared an extensive three day programme together with the executive Committee of FSE.
The event will feature a programme with workshops on burning topics such as ticket pricing and allocations, penalty scales, offensive behaviour, the future of ultra culture and new developments on Safe Standing in Europe. On top of that, there will be high-profile panel discussions on the increasingly burning topics match-fixing and “Our Vision of Football” and the role of fans in the game.
More than 400 people from 32 countries are meanwhile registered for the sold-out event, including supporters representatives from fans’ groups from all over Turkey and elsewhere. They are joined by a wide range of institutional delegates from UEFA, the EU, national governments and football associations, including high-ranking representatives such as William Gaillard, Senior Advisor of UEFA President Michel Platini, Tony Higgins, board member at the international players union FIFPro, and Gianluca Monte from the European Commission. Furthermore, Declan Hill, investigative journalist and expert on match-fixing from Canada and Sylvia Schenk, sports expert from Transparency International and the CEO of FC United of Manchester, Andrew Walsh, will also contribute to the discussions.
On Sunday, whilst the FSE membership will hold its general meeting with elections of the new executive Committee for the coming season, Turkish fans will come together for a first ever national fans meeting to speak about shared interests and problems and how they could unite for the common cause. This will be followed by the first ever panel discussion between football supporters and football governing bodies in Turkey. TFF General Secretary Emre Alkin and representatives from the Istanbul police will join the discussion as well.
The 5th European Fans’ Congress of FSE is this year supported by UEFA and the TFF, as well as by SPOR A.S. and the Municipality of Istanbul as part of the European Capital of Sports 2012 Portfolio. They all recognized the positive commitment of the supporters involved as well as the independent nature of the event.
FSE Coordinator Daniela Wurbs: “We are glad that we could take the event to Turkey and are very much looking forward to it. Likewise, we are more than happy that fans from the three biggest teams in Istanbul could be won over to start uniting fans all over Turkey beyond rivalries to make their voice heard on how the game is run and that their positive commitment has been met with support from the institutions in Turkey as well.
“We hope that our European Football Fans’ Congress can serve as a kick-off event for a great national fans’ movement in Turkey and help to establish a fruitful dialogue between fans and the institutional level in Turkey to overcome existing problems, together with the supporters themselves, as they should be seen as the most powerful part of the solution, and not just as a problem”.

The second club we like to present is Galatasaray Spor Kulübü, also called Galatasaray Sports Club. This club is the main football club located in Istanbul. Currently they are also playing in the first division, the SüperLig. They won the Leaque in the season 2011/12 and the Turkish Cup in 2005.
They welcome their opponents in the Türk Telekom Arena (Ali Sami Yen Spor Kompleksi). This multi-functional stadium is located in the Sisli district of Istanbul, Turkey.
ultrAslan is the most popular fan club of Galatasaray. They were named as “ultrAslan” in 2001 but their history goes way back.

The first club we want to present is Beşiktaş Istanbul. It is one of the three main club in Istanbul. They play currently in the first division in Turkey, the Süper Lig. They won the Süper Lig in the season 2008/2009 and the Turkish Cup in 2011.
The play their matches at İnönü Stadium. The stadium is located in the Dolmabahçe district of Istanbul.
The most famous supports group of the club is Çarşı. They are famous for their support at home matches. They are well organized and they cover actual topics in their vocals.
